[ModLib] Binding Style Issues -- #12 & #13 Ink and #10 duration

There having been a sufficient number of reported instances of gold  
12's and no reports of a silver 12, the chair deems the standard  
color of ink on the 12's to be gold.

There having been a report from a reliable source of a gold sighting  
for ink on a 13, it is the judgment of the chair that a gold 13  
variant exists.

The chair having been browbeaten into submission by the gentleman  
from Chardon Ohio, the note associated with Style 10 "In Use: later  
1963 (shortlived)" is changed to "In Use: later 1963 and 1964"

The chair orders that the appropriate files be updated.
